In response to this natural hazard, the project team was tasked with developing a design that protected the new project from stormwater events and improves the surrounding infrastructure making the area a more sustainable and safer place to live. There have been numerous floods over the years causing many millions of dollars in damage. The Village of Hatch, New Mexico sits on a floodplain that is periodically deluged with stormwater. Many varying site design options as well as different building systems and materials were considered and reviewed to meet both the project goals and receive the available funding. They were able to regularly provide their opinion on construction costs which made it possible for the team to explore many options to achieve the project goals. EDI led the team through a series of design charrettes to define the project goals. Thomas Development, with the assistance of Environmental Dynamics (EDI), assembled a project team with the necessary skills to bring the project to its highest potential. Most occupants do not have health insurance, so they must use the emergency room, which is hard on the families and a burden on the healthcare system. The design team was asked to create an environment with good indoor air quality which promotes better health leading to fewer occupants going to the doctor. Strategies were developed to increase durability, reduce maintenance costs, reduce potential health hazards to the occupants, and to enhance the long-term financial viability of the project. The project design was to minimize water use and reuse water when possible. The high desert is an extremely fragile environment with less than 12 inches of rain a year. The design team was tasked with identifying opportunities to reduce energy use and then offset the energy needed with alternative/renewable energy. The goal was to have no or very low utility bills to give the occupants more money for other life needs. Sustainability goals that informed the project design: El Camino Real Apartments (Phase 1 40 units certified) demonstrates how low-income housing can be affordable while reducing environmental impact and increasing occupant health and well-being.
